Yayasan BINTARI is seeking a highly motivated and experienced Blue Carbon and Mangrove Project Development Consultant to support the development of a high-impact mangrove conservation and restoration initiative in Indonesia. The successful candidate will work with a multidisciplinary team to identify and assess potential project sites, engage key stakeholders, and develop a Concept Note for submission to international conservation and climate funding mechanisms.
This assignment offers an opportunity to contribute to the design of an integrated, community-based blue carbon project that combines mangrove conservation and restoration with sustainable livelihoods, biodiversity conservation, and climate change mitigation. The consultant will play a key role in spatial analysis, field assessments, stakeholder engagement, and the preparation of a technically robust and donor-ready project concept.
A. SCOPE OF WORK
The Expert will work with a team to support the identification, assessment, and design of a mangrove conservation and restoration project and prepare a Concept Note for potential funding.
Key tasks include:
- Desk Review and Site Screening
- Review project requirements and relevant secondary data.
- Identify and shortlist potential project landscapes that meet the minimum area and eligibility requirements.
- Review existing information on mangroves, degraded/abandoned aquaculture ponds, coastal dynamics, biodiversity, livelihoods, land tenure, and conservation status.
- Spatial Mapping
- Conduct GIS and remote-sensing analysis to map existing mangroves, potential restoration areas, abandoned/degraded ponds, land use, and other relevant features.
- Delineate the proposed project landscape and estimate conservation and restoration areas.
- Field Survey and Validation
- Conduct field surveys and ground-truthing of shortlisted sites.
- Validate mangrove condition, restoration potential, hydrological conditions, land use, and key threats.
- Document findings through GPS points, photographs, maps, and field observations.
- Stakeholder Consultation
- Consult relevant government agencies, village governments, communities, fishers, aquaculture farmers, and other stakeholders.
- Assess community interest, livelihoods, management arrangements, land tenure issues, and opportunities for community-based conservation and restoration.
- Preliminary Project Feasibility
- Assess the potential for mangrove conservation and restoration, OECM or other area-based conservation approaches, sustainable livelihoods, and blue carbon development.
- Identify key opportunities, constraints, risks, and data gaps.
- Recommend the preferred project area and intervention strategy.
- Concept Note Preparation
- Support the development of the project rationale, Theory of Change, proposed interventions, expected results, beneficiaries, and sustainability strategy.
- Support the preparation of Concept Note draft and supporting maps and technical information.
- Revise and finalise the Concept Note based on feedback from the project team and partners.
B. KEY DELIVERABLES
- Site screening and assessment methodology.
- GIS maps and shortlist of potential project areas.
- Field survey and stakeholder consultation findings.
- Recommended project landscape with indicative conservation and restoration areas.
- Preliminary project design and Theory of Change.
- Draft Concept Note.
C. QUALIFICATIONS
- Master’s degree in Marine/Coastal Management, Forestry, Geography, Natural Resource Management, or a related field.
- Minimum 5 years of relevant professional experience in mangrove management, coastal ecosystems, ecosystem restoration, biodiversity conservation, or related fields.
- Demonstrated experience in mangrove assessment, conservation, and/or restoration.
- Experience in GIS, remote sensing, field surveys, and spatial mapping of coastal ecosystems.
- Good understanding of blue carbon, climate change, OECM/area-based conservation, and community-based natural resource management.
- Experience working with coastal communities, fishers, aquaculture farmers, and government institutions.
- Experience in project design and proposal development for international donors or climate/conservation funds is a plus.
- Strong analytical and report-writing skills in English.
D. CONTRACT PERIOD
BINTARI will hire for the period of three months (approximately from August – Oct 2026) with potential extension upon performance. The candidate is expected to work in normal working days with space is provided in BINTARI Semarang Office.
