In an island region far from formal service centers, the synergy between the community and the village government demonstrates that collective initiative can serve as a strong foundation for building an independent and sustainable waste management system for a cleaner and healthier community.

Held at a community-based waste processing site located next to the auxiliary health post (Pustu) in RT 02, Mahu residents gathered not merely to witness a ceremony, but to celebrate the establishment of a system that they have collectively designed, owned, and operated. This initiative was facilitated by BINTARI, in collaboration with the Mahu Waste Management Working Group (POKJA Mahu) and the Negeri Mahu government, using an approach that positions the community as the main actor rather than just beneficiaries.

A community-based approach has been key. From the outset, the planning process was conducted participatively, involving residents in determining service schemes, collection schedules, and financing mechanisms. The result is a contextual and realistic system: organic and residual waste is collected twice a week, while inorganic waste is collected separately every weekend. More importantly, residents are encouraged to sort their waste at the household level into three main categories—a simple step with significant impact across the entire waste management chain.

Remarks from the Head of the Central Maluku Environmental Agency

The sustainability of this system is further supported by a jointly designed financing scheme. Through affordable household contributions, combined with subsidies from the village government, the service ensures consistent operations—including providing incentives for workers and maintaining facilities. This demonstrates that independence does not mean the absence of support, but rather how such support strengthens a system owned by the community.

Notably, waste management in Mahu does not stop at the collection stage. The community has begun developing resource recovery practices: organic waste is processed into feed for Black Soldier Fly (BSF) maggots, which can then be used for local livestock needs. Meanwhile, inorganic waste is further sorted and transported to Ambon as raw material for recycling. As a result, a significant portion of waste is utilized, preventing it from polluting the sea and surrounding environment.

Following the launch, the service immediately began operating, engaging more than one hundred households. However, what sustains the system is not only its technical design but also the social processes that accompany it. Continuous education is carried out through household visits and the role of behavior change agents. Women and vulnerable groups also play important roles, reinforcing that inclusivity is not merely a principle but a tangible practice on the ground.

Key Handover Ceremony of Three-Wheeled Waste Collection Vehicles from BINTARI to the Mahu Village Government

The experience of Mahu offers an important lesson: waste management systems built from within the community tend to be more adaptive and resilient. When people feel a sense of ownership, they are more likely to take responsibility for maintaining and developing the system. This is what distinguishes a bottom-up approach from top-down models that often fail to align with local needs.

What began in a small village on Saparua Island demonstrates that meaningful change can grow from simple initiatives.
